Representatives of educational and scientific community participated in this Wednesday (16), in the Chamber of Deputies, public act in defense of resource allocation of royalties from petroleum to education, science, technology and innovation.
Participated in the Act still President of the Brazilian Academy of Sciences (ABC), Jacob Palis, President of SBPC, Helena Nader, the President of the Commission of education and culture, Mr Newton Lima (PT-SP), the Chairman of the Committee on Science and technology, Eduardo Azeredo (PMDB-MG), among other parliamentarians and representatives of civil society.
The goal of the meeting was to claim the inclusion of a compulsory rate of investment in the areas of education, science, technology and innovation in the Bill (PL) for 2,565 2011, which sets the rules of the Division of royalties from petroleum. The manifesto, signed by representative entities 104, was delivered to the draftsman of the opinion of the matter, Mr Carlos Zarattini (PT-SP).

The document highlights the policies conducive to research and development in strategic sectors for the development of the country. Conducted successfully, by the Ministry of science, technology and innovation (MCTI), with important support from various areas of the federal Government, the National Congress, the scientific and technological community and business sector, says the text.
It is also highlighted the concern about the new there regulatory framework of the oil and gas sector, currently under discussion in the legislature: the aforementioned PL much of the resources reduced the National Fund for scientific and technological development (FNDCT), specifically those intended for CT-Petro, which are geared towards the financing of scientific research and technological development.

Mr Zarattini said it would modify the text approved in the Senate to fix the areas that should be benefited by money from the royalties that go to the Special Fund by the States and municipalities. By the proposal of the rapporteur, 50% of these resources should be used in education, and the other 50% in infrastructure, science and technology.
We are able to give more steps ahead to link effectively these resources for science and technology said. We are discussing with government sectors and there are differences. There are those who argue that the money should go to the Social Fund, on the grounds of ensuring resources for generations to come. We find it important, but we also believe that science and technology develops resources for generations to come.
